One solution is to end tax exemptions for donations to charity. Full stop. You can't cherry pick to say gifts to private school are not tax deductible but gifts to a food bank are. The IRS would have to closely audit every non-profit, you'd need new corporate code. It would be way too complicated. Just end the charitable giving tax credit. People can still donate, but you would know what they really care about if they couldn't write it off. (If we're going to have donations to ATHLETIC DEPARTMENTS at public schools be deductible, how can we expect to carve out private schools? Then there are truly poor religious schools, etc.)
